Prevents federal undermining of state marriage laws
Works within the constraints of United States v. Windsor to carve out protection for the 33 states that have public policy in support of natural marriage. Requires the federal government to defer to the laws of a person's state of residency in determining their marital status for federal purposes. Prevents the federal government from ignoring the limits of the Windsor decision and keeps agencies from imposing universal same sex marriage recognition on the states. Gives marriage advocates time to protect state public policy on marriage while working towards longer term efforts like H.J. Res. 51.

Establishes a federal definition of marriage via constitutional amendment
Introduces an amendment to the U.S. Constitution that would define marriage as the union of one man and one woman for the federal government and would require all state marriage policy to be in accordance with the federal definition.
- H.R. 3133 / S. 1808 Marriage and Religious Freedom Act
Prevents federal discrimination against organizations or individuals with religious beliefs in the importance of natural marriage
Prohibits the federal government from taking an adverse action or discriminating in tax treatment or federal programs against a person or organization with a religious belief in natural marriage.
